Sheridan County, Wyoming is providing an opportunity for public comment until April 28, 2008 related to a proposed new Passenger Facility Charge (PFC) Application #4 for the Sheridan County Airport. This written notice is provided in accordance with requirements contained in Federal Aviation Regulation 49 CFR Part 158.24 Passenger Facility Charge.
The County plans to continue to charge the maximum PFC allowable of $4.50 per enplaned passenger. We anticipate collection to begin on September 1, 2008, with a total revenue impact of $736,114. The PFC expiration date for these projects is estimated to be June 1, 2015. Future PFC projects will likely extend the expiration date.
The 12 projects described below are the proposed projects for PFC funding:
I. Security Fencing This project consists of the purchase and installation of a new six foot chain link fence. The fence will be used for security reasons separating the airport Aircraft Operation Area (AOA) and a newly developed business park located on airport property. The project involves some clearing and grubbing and a minor amount of grading to be accomplished in accordance with FAA guidelines. This project is necessary to provide needed security for the airport by preventing access from the adjacent business park. The total cost of this project is $111,684. This project is funded $106,100 with AIP # 3-56-0027-28, $3,350 with State grant dollars and the remaining $2,234 with PFCs. This project is started in July, 2005 was complete in May, 2006.
II. Acquisition of Emergency Generator This project includes purchase of an emergency generator for the airfield. This replaces an old 1953 single phase, 240 V, 50 KW generator that provides emergency power to Runway 14/32, the mandatory guidance signs and airport beacon in the event of a power failure. A larger generator unit (80-100 KW) will be installed to allow lighting additional runway and taxiway circuits instead of just the primary runway. Parts are no longer available for the old generator. The total cost of this project is $89,127. This project is being funded with $84,670 in federal funds (AIP #3-56-0027-27) $2,674 in the State of Wyoming funds and the remaining $1,783 with PFCs. This project started in May, 2005 and will be complete by July, 2006.
III. Rehabilitate Taxiway ( Schedule I) This project includes design and reconstruction of the main general aviation apron and taxilane south of the recently reconstructed commercial apron and deicing pad originally placed around 1945. Currently, the surface of the asphalt pavement is showing extreme signs of deterioration with extensive cracking and associated loss of aggregate from the surface of the pavement. The surface is also very uneven, which results in ponding of water throughout the area. Specifically, grading, paving, electrical upgrades, topsoiling, seeding, storm drainage and edge drains will be included in this project. The total cost of this project is $2,336,054 to be funded $96,636 with AIP #3-56-0027-29 for design, $2,122,615 with AIP #3-56-0027-31 for construction, $70,082 with State of Wyoming funds and the remaining $46,721 with PFCs. This project started in June, 2006 and will be complete by August, 2008.
IV. Improve Runway Safety Area This project includes design and construction of improvements to the Runway Safety Area. Specifically, two large landslides have occurred on steep slopes very close to the Runway 14 safety area. The extent of reconstruction under this project will include removing all of the slumped material down to bedrock level, then rebuilding the slope with engineered fill. It is desired that the new fill slope be placed at no steeper than a 3 horizontal to 1 vertical in order to facilitate the establishment of good vegetative cover to control future slope erosion. Some wire gabions may be needed at the toe of new fill in order to keep the new fill slope from encroaching into the adjacent drainage. The total cost of this project is $363,437. This project is being funded with $38,268 in federal funds (AIP #3-56-0027-30) for design, $ 306,997 in federal funds (AIP #3-56-0027-32) for construction, $10,903 in the State of Wyoming funds and the remaining $7,269 with PFCs. This project started in June, 2006 and will be complete by December, 2007.
V. Wildlife Hazard Study This project includes conducting a 12 month wildlife hazard assessment in accordance with 14 CFR 139.337(b). This work is required based on a USDA site visit and the annual airport certification inspection. Development resulting from this Study will enhance safety at the Airport. The total cost of this project is $54,842. This project is being funded with $52,100 in federal funds (AIP #3-56-0027-30) $1,645 in the State of Wyoming funds and the remaining $1,097 with PFCs. This project started in June, 2006 and will be complete by December, 2008.
VI. Terminal and ARFF Building Improvements This project includes Terminal Building roofing and carpet replacement and ARFF Building roofing replacement. The existing membrane roofing material has reached the end of its useful life span and has required extensive patching and repair work to eliminate roof leaks. This project involves complete replacement of the roofing material on the Terminal Building and replacement of the carpeting throughout the inside of the building. Additionally, the ARFF Building roofing needs to be replaced. The existing built-up asphaltic roofing material is severely deteriorated and not repairable. This project includes complete replacement of the roofing material on the older portion of the ARFF Building. The total cost of this project is $393,000 to be funded $373,350 with FAA 2008 entitlement funds, $11,790 with State of Wyoming funds and the remaining $7,860 with PFCs. This project will start in June, 2008 and completed in October, 2008.
VII. SRE Equipment This project includes purchase of one piece of SRE equipment. Specifically, a dump truck with plow blade. This new 6/7 yard dump truck with 12-foot reversible snowplow will replace a 1981 GMC Model 7000 4-yard dump truck and snowplow that has reached its usable life. The total cost of this project is $123,719. The State of Wyoming provided $98,975. PFCs will provide the remaining $24,744 as AIP funds are not available. This project started in April, 2007 and will be complete by June, 2008.
VIII. Apron Expansion This project includes expansion to the public use apron by the new hangers. This project includes construction of additional general aviation apron adjacent to the new aviation hangers constructed at the airport. The apron expansion is needed to support the hangers which increase capacity of the airport. The total cost of this project is $165,512. The State of Wyoming provided $99,307. PFCs will provide the remaining $66,205 as AIP funds are not available. This project started in June, 2005 and will be complete by June, 2006.
IX. Reconstruct Terminal Building Parking This project includes reconstruction of the non- revenue producing main parking lot for the terminal building. Existing water & sewer lines beneath the parking lot will be replaced. A new water line will be extended east from the parking lot along Airport Road. The total cost of this project is $882,752. The State of Wyoming provided $529,651. PFCs will provide the remaining $353,101 as AIP funds are not available. This project started in June, 2006 and will be complete by September, 2007.
X. Rehabilitate Taxiway ( Schedule II) This project includes reconstruction of the second phase of the main general aviation apron and taxilane south of the recently reconstructed commercial apron and deicing pad originally placed around 1945. Currently, the surface of the asphalt pavement is showing extreme signs of deterioration with extensive cracking and associated loss of aggregate from the surface of the pavement. The surface is also very uneven, which results in ponding of water throughout the area. Specifically, grading, paving, electrical upgrades, topsoiling, seeding, storm drainage and edge drains will be included in this project. The total cost of this project is $2,195,000 to be funded $2,085,250 with 2009 AIP funds, $65,850 with State of Wyoming funds and the remaining $43,900 with PFCs. This project is scheduled to start in May, 2009 and will be complete by April, 2010.
XI. Terminal Building Upgrades This project includes the expansion and upgrade of portions of the Terminal Building including the purchase of a back-up emergency generator. Specifically, the project will consist of expanding the checked baggage area to better accommodate checked baggage screening functionality and passenger flow increasing capacity of the terminal building. In addition the sterile area will be expanded to better accommodate passenger screening and additional passenger area in the hold room. The terminal building currently has no source of emergency electrical so part of these terminal improvements is to add an emergency back-up generator to provide electricity in case of power outages. The total cost of this project is $419,000. The State of Wyoming is providing $262,800. PFCs will provide the remaining $156,200 as AIP funds are not available. This project started in January, 2009 and will be complete by November, 2009.
XII. PFC Application & Administration Fees This project includes PFC-eligible general formation costs necessary to prepare the PFC application, develop and implement the capital plan, related financial plan, and the determination of the required PFC amount. The total cost of this project is estimated to be $25,000 to be funded 100% with PFCs. This project started in March, 2008 and will be complete by December, 2008.
